I use a crescent wrench under the keeper flange to steady the filter and a 17mm for the bolt. Same for the bottom set-up.

Seems like the old filter was doing it's job. The filter paper collects and holds all the particulates. I anything, the filter was impeding the fuel flow some. I wouldn't save it. :geek:

When I changed mine a couple years back some really dirty brown fuel came out. Made me realize how important it was to replace it.
